When is a building permit required?
Generally, a building permit is required per the Revised Ordinances of Honolulu Section 18-3.1 in order to do the following:
- Erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building or structure;
- Any electrical work;
- Install, remove, alter, repair or replace any plumbing, fire sprinkler, gas or drainage piping work or any fixture, gas appliance, or water heating or treating equipment; or
- Construct, reconstruct or improve any sidewalk, curb or driveway in any public street right-of-way.

When are plans required to be prepared and stamped by a licensed architect or engineer?
Under the Hawaii Revised Statutes Chapter 464, a licensed architect or engineer is required in the following instances:
- work on one storied buildings exceed $40,000
- work on two-storied buildings
exceed $35,000 - the principle structural members are of reinforced concrete
or structural steel.
Under Revised Ordinance of Honolulu Chapter 18, all plans for retaining walls five (5) feet or more in height shall be prepared, designed or approved by a duly licensed architect or engineer in the structural or civil branches.
